Study Abroad for Free: Best Countries With Free Tuition

Why Argentina is one of the most interesting options

Argentina's public national universities do not charge tuition at undergraduate level, and this has applied to international students too. The Universidad de Buenos Aires (UBA) is also in the QS World University Rankings 2026 top 100 and is the top-ranked university in Latin America, with five subjects in the world top 50 and 12 in the top 100 in the 2026 subject rankings. In the QS 2026 list, UBA appears ahead of Politecnico di Milano, one of Italy's best-placed universities, so for students who are comparing Argentina with Italy, the quality of the degree isn't the weak point.

A few honest points you should know before you decide:

  • The 2025 immigration decree allows public universities to charge students who don't hold permanent residence. According to recent reporting, no national university has started charging, but the rules are in flux, so check each university's current policy before you apply.
  • Postgraduate programs often charge fees.
  • You'll still pay for living costs, health insurance and your visa and residency paperwork.

The catch: you need Spanish (B1–B2)

Degrees at Argentine public universities are taught in Spanish. Most applicants need roughly B1–B2 to follow lectures, and some universities ask for a proof of Spanish level. If you're not there yet, plan time for a Spanish course before you start. That is usually the main filter: students willing to learn Spanish get a world-class education at no tuition cost.

Other countries where tuition is free or very low

  • Germany: most public universities charge no tuition, though Baden-Württemberg charges non-EU students, and you'll need to prove German (or English for some programs) and finances.
  • Czech Republic: public universities are free for programs taught in Czech, while English programs charge.
  • Brazil: federal universities are tuition-free, with entrance exams and Portuguese required.
  • Countries that are no longer free for non-EU students: Norway introduced tuition for non-EU students in 2023, and Finland charges non-EU students on English-taught programs.

What international students need to apply to Argentina

  • A visa and, later, residency. Foreign students need medical insurance for the stay, a criminal record certificate from their country (apostilled and translated), proof of enrollment and an in-person consular interview. Rules vary by nationality.
  • Health insurance. Public hospitals treat non-residents who have insurance or prepay, except in emergencies.
  • Academic documents, legalized and translated.
  • Proof of Spanish level.
